Tom Jeff is a bitter old man. Three of his sons
volunteered for the Union army and went South, far from their family farm in central
Maine. All three died, the last only two weeks before the surrender of Robert E. Lee.
Although he has never been involved in politics, people in his town selected him as their
representative at the conference on Reconstruction. He arrives at the conference convinced
that Congress not the President has the answer to Reconstructionpunishing the South
harshly--and that Congress should be able to remake the State governments to do their
bidding. He has never met a black person in his life and can see no reason to assure
blacks special protection or even equal rights. |
